Interium Update 05-06, Calculation of Vacation Leave for U.S Personal

With the release of AAPD 05-10, prior U.S. Government direct hire service - civilian and/or military, will be used in calculating vacation leave for personal services contractors, which will be accumulated at the same rates and amounts as US direct hire employees.

A change was made to ADS 415 to indicate a change to one of its references. 3 FAM 1900 is no more and has been replaced by 16 FAM 100. The chapter was not issued as a policy notice but will be placed on ADS CD 40.

New Series Leadership Model and Senior Foreign Service SFS Skill Areas

This Notice introduces a new USAID senior leadership model which emphasizes character, interpersonal skills, management style, values, and leadership competencies - qualities required by new demands on Agency senior management. This model describes a set of skills and sub-skills that SFS Officers and candidates for promotion into the SFS are expected to demonstrate. The skill areas and sub-skills defined in the new USAID senior leadership model are set forth in the three tables that are attached to this Notice. The three tables that present the SFS skills and sub-skills that comprise the new senior leadership model will be incorporated, as an internal mandatory reference, in ADS 463, Foreign Service Boards.

Series 400 New Interim Policy on Presidential Management Fellows (PMF) Program

The U.S. Office of Personnel Management (OPM) issued regulations, effective June 20, 2005, that modify the Presidential Management Intern (PMI) Program. The regulations implement Executive Order 13318 which renames the PMI Program as the Presidential Management Fellows (PMF) Program and reflect the changes established by the Executive Order. M/HR staff is in the process of revising ADS 460 to make conforming changes in accordance with the new rules.
