New and Revised Policy Directives and Required Procedures:

A change was made to the language in section 252.3.5.2. Language Proficiency Determination. The change was simply to clarify the policy. Two other minor editorial changes were made to the chapter. This is the extent of the changes.

On October 20, 2004, the President signed Executive Order 13360 to increase Federal contracting and subcontracting opportunities to Service-Disabled Veteran-Owned Businesses (SDVOBs). In light of the dedicated service and the sacrifices that our Veterans have made to the advance of freedom throughout the world, we are pleased to see that revisions to the law and the Federal Acquisition Regulations (FAR) provide Contract Officers with significant authorities to enable achievement of the Government-wide goal of three percent of our procurement dollars awarded to SDVOBs annually.

Series 400 Interim Update #05-07, New Compensatory Time off for Travel Provision and New Time Limit for Use of Compensatory Time Off

New and Revised Policy Directives and Required Procedures:

This Notice is being issued to provide policy guidance on the new compensatory time off for travel benefit provided by the Federal Workforce Flexibility Act of 2004 (Public Law 108-411, October 30, 2004). In addition, this Notice implements another important change with respect to the time limit for use of compensatory time off earned for authorized overtime work. The new policy extends the time limit that employees may carry over earned compensatory time off before the unused hours are either forfeited or converted to payment at the applicable overtime rate.

Series 400 Interim Update #05-05, 2005 Implementation of the Civil Service Evaluation System

The Civil Service Employee Evaluation Program has been substantively revised to eliminate many of the Appraisal Committee's roles, to emphasize the linkages between the Agency Mission and the employee's duties, and to emphasize the purpose of each position in accomplishing the work of the Agency.

The ADS Process, a mandatory reference for ADS 501

This reference to ADS 501 was updated to include the current and future ADS CD releases. M/AS/IRD updated the list of ADS CD deadlines and releases, found in Part II: ADS Production Schedule. No other changes were made.
