New and Revised Policy Directives and Required Procedures:

Recent Department of Homeland Security legislation entails a paradigm shift in the policy directives and required procedures that govern exchange visitor sponsorship. Since February 2003, the Agency has been designated by the Department of State for a range of exchange visitor categories, exceeding the trainee category that once encompassed the entirety of U.S.-based programs. The Agency's responsibilities and liabilities concerning the processing of visas have expanded accordingly. These changes necessitate that policy directives and required procedures pertaining to visa compliance be reconfigured in their own chapter, focusing solely on the rules and regulations for exchange visitor sponsorship.

The Civil Service Employee Evaluation Program has been substantively revised to eliminate many of the Appraisal Committee's roles, to emphasize the linkages between the Agency Mission and the employee's duties, and to emphasize the purpose of each position in accomplishing the work of the Agency.

This chapter was modified to reflect updated procedures in IT management. Also, the chapter was placed into the new format and edited. Please note that this version of the chapter was cleared in July 2002.

This chapter has been updated to be placed on CD 36. Please note that the only change to this chapter was to update one of the mandatory external references, the Treasury Financial Manual reporting requirements. Other than this change, the chapter has not been modified.
