ADS 537, Professional Liability Insurance

New and Revised Policy Directives and Required Procedures:

The maximum amount for reimbursement of professional liability insurance increased from $100 to $175 consistent with the State Department's authorized reimbursement level. Operating units must find claims through their existing budget allowance. A separate object class code has been created for operating units to track professional liability insurance expenses.

Employees must now submit claims for reimbursement on an SF-1034, Public Voucher for Purchases Other Than Personal.

ADS 577, IT Capital Planning and Investment Control

New and Revised Policy Directives and Required Procedures:

Table 3, CPIC Decision Criteria and Score Sheet, was revised editorially to provide helpful information, including scoring guidance.

ADS 621, Obligations

This revision incorporates IU 04-02, Foreign Transfer Allowance (FTA) and Home Service Transfer Allowance (HSTA) Obligations, into section 621.3.4. A new internal mandatory reference was added on processing these obligations.

ADS 637, U.S. Personal Services Contractors 401(k) Defined Contribution Pension Plan

New and Revised Policy Directives and Required Procedures:

The revision provides no new policy but incorporates policy and changes published in General Policy Notice 0246, dated 2/17/2004, which released two mandatory references for ADS 637.

The two mandatory references are the annual certification documents (1) Agreement for Cash or Deferred Election Under Section 401(k), and (2) Certification of Participant Contribution. These have been updated to reflect the Internal Revenue Service (IRS) changes for 2004. The maximum annual contribution increased to $13,000 while the catch-up contribution for those who are 50 or older increased to an additional $3,000.

The purpose of this Policy Notice is to add two additional obligations

- the Foreign Transfer Allowance (FTA) and the Home Service Transfer Allowance (HSTA) - to ADS 621 and to explain to employees what documentation is required for obligation and payment purposes.
