ADS 103, Delegations of Authority
Issued: 06/06/2002
New Policy Directives and Editorial Changes:

An editorial change was made to 103.3.10.6. The name of the Procurement Executive and Assistance Executive has been deleted.

To reflect the movement of the Office of Budget from the Bureau for Management to the Bureau for Policy and Program Coordination

  • 103.3.10.14, Director, Office of Budget was removed in its entirety. The next section, Deputy Assistant Administrator for Office of Human Resources (M/DAA/HR) Primary Responsibility for Human Resources Management, was moved up in its place.


  • A new paragraph (d) was added to 103.8.10 as follows:

    d. The Director, Office of Budget (PPC/B) is delegated by AA/M the authority to execute inter-agency agreements under section 632(a) and (b) of the FAA. (See Mandatory Reference, FAA, Section 632(a) and (b).

ADS 249, Development Credit Authority (DCA)

Series 400 Interim Update 02-07, New Higher Pay Cap on Premium Pay in Effect
Issued: 06/13/2002
Revised: This Interim Update explains recent amendments to regulation that raise the biweekly premium pay cap for USAID General Schedule (GS) and noncommissioned Foreign Service (FS) employees and provide authority to use an annual cap instead of a biweekly cap in emergency and mission-critical situations. In addition, these amendments provide that these caps now apply to law enforcement officers who were previously subject to separate premium pay limitations.

ADS 518, Personal Property Management (Domestic)
Issued: 06/03/2002
New Policy Directives and Required Procedures:

This new ADS chapter explains the policies and procedures for the acquisition, accountability, issuance, control, storage, utilization, management, and disposal of all government-owned and leased personal property (expendable and nonexpendable) in USAID/W. This includes personal property received as a gift, decoration, or donation.

NOTE: The chapter was originally issued as a Policy Notice with an issuance date of 05/24/2002. A typo in the Mandatory Reference section 518.4.1.c was corrected from 6 FAM 220 to 6 FAM 230, Domestic Personal Property Management, and the chapter was issued on the web and ADS CD 28 with the date 06/03/2002.

ADS 535, Real Property Management Overseas
Revision: 05/31/2002
Revised Policy Directives and Required Procedures:

Missions must submit for approval to M/AS/OMS a revised Housing Profile whenever there are major changes in the post's position structure, demographics, or the local real estate market as outlined in 6 FAM 723 and 6 FAM 727.

This policy clarification was made as a result of the BTEC Reports Elimination Working Group's efforts to reduce the field reporting burden. Sections 535.2.c and 535.3.1.c were clarified to include the Housing Profile report, and the definition of Housing Profile was added to 535.6.

ADS 624, Host Country-Owned Foreign Currency
Issued: 06/07/2002
Revised Policy Directives and Required Procedures:

This new ADS chapter prescribes the financial management policy for host country-owned foreign currency generated, set aside, or required to be deposited under program assistance agreements such as Commodity Import Programs, Non-Project Sector Assistance Programs, Cash Transfers, and PL 480 Programs.

This ADS chapter does not cover management of local currency trust funds, which is covered in ADS 627, Local Currency Trust Fund Management.
