Series 200: Programming Policy
Guidance on the Definition and Use of the Child Survival and Health Programs Fund - FY 2003 Update, a Mandatory Reference for ADS 200-203

New and Revised Policy Directives and Required Procedures:

The FY 2003 update of the CSH Guidance has been completed and is now located in ADS Series 200 as a Mandatory Reference. The CSH Guidance is an annually-updated document intended to (1) provide comprehensive guidance to USAID operating units on the definition and use of the Child Survival and Health Programs Fund (referred to as the CSH Programs Fund); (2) delineate special considerations and procedures for programming and reporting on CSH funds; and (3) provide reference documents to management, technical, program, and budget officers.

Significant modifications and additions to the May 1, 2002, Guidance on the Definitions and Use of the Child Survival and Health Programs Fund are as follows:

- References to both the President’s International Mother and Child HIV Prevention Initiative and the Emergency Plan for AIDS Relief, the latter first enunciated in the President’s State of the Union address in January 2003, have been added to the Guidance.

- Information regarding the “ABC” approach, Voluntary Counseling and Testing (VCT), and vaccine research for HIV/AIDS has been added.

- Information has been added regarding the allowable use of CSH funds to support preparation of applications to the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM).

- Further guidance has been added regarding co-funding requirements in the case of multi-sectoral activities for integrated Family Planning/ Reproductive Health (FP/RH) programs involving multiple donors and on the importance of using population funds in areas where population growth threatens biodiversity or endangered species.

- A new reference has been added which articulates that CSH funds appropriated in FY 03 remain available for obligation until September 30, 2005 (year-specific money) rather than "until expended" (no-year money).

- Directives, coding, and reporting have been updated. Definitions for codes and a table that shows specific Primary Emphasis Area Code changes (Table 1), current as of January 2003, are in Appendix V.

- New Guidance language has been added regarding the general prohibition of use of CSH funds for facility construction.

New and Revised Policy Directives and Required Procedures: The OFAC license imposes certain conditions and limitations on grantees and contractors of State/Africa and USAID and also requires State/Africa and USAID to notify OFAC of the name and address of each grantee and contractor to be covered by the license.

New and Revised Policy Directives and Required Procedures: To help us protect USAID data and the work of each user, as well as fulfill annual information security awareness requirements under Federal law, a Security "Tips of the Day" will be installed on all Windows 2000 computers attached to the USAID network.
Series 600: Budget and Finance
ADS 625, Administrative Accounts Receivable

New and Revised Policy Directives and Required Procedures: This revision provides no new policy, but it -
  • Incorporates the standard FM financial documentation information;
  • Recognizes that M/FM/A has responsibilities in the Administrative Accounts Receivable area, and clarifies that responsibilities that previously were identified in the context as M/FM belong to the appropriate M/FM divisions -- either M/FM/CAR or M/FM/A;
  • References the new contracting guidance that spells out where and when demand letters need to go for processing into the financial system (AAPD 03-07, Instructions to Contracting/Agreement Officers on their Role in the Debt Collection Process);
  • Identifies the billing offices for both overseas and USAID/W; and
  • Clarifies the time requirement for the billing office to process demand letters received from the Contracting/Agreement Officers.
