"What's New in the ADS" Archives

The ADS Booklet is an informative, user-friendly guide to USAID’s Automated Directives System (ADS). Packed with graphics and easy-to-follow information, it explains what the ADS is, its structure and content, how to access it (web and CD), and how to find Agency policy or required procedures within the ADS.

ADS 103, Delegations of Authority

Section 103.3.18 was updated to include the Delegations of Authority for EOP.

Series 100 Interim Update #04-04, Procedure for Requesting Clearance to Accept Complimentary Invitations to Attend Widely Attended Gatherings

New and Revised Policy Directives and Required Procedures:

This notice superseded Series 400 IU #0404. This notice informs employees of the procedures they must follow in order to obtain permission to attend certain events at no cost.

Series 300: Acquisition & Assistance

USAID Worldwide Purchase Card Manual, a mandatory reference for ADS 331

New and Revised Policy Directives and Required Procedures:

A change was made to this Manual that reflects the requirement that all cardholders must now use AID Form 331-1 (04/04), which is in Excel and helps the cardholders by keeping track of purchases made with their card. It is a requirement that all cardholders must use this form.

Series 300 Interim Update #03-16, Cognizant Technical Officer (CTO) Responsibilities Related to Classified Contracts

This notice was originally issued as a policy reminder. It reasserts policy regarding the duties of CTOs with regard to classified contracts.

Series 500: Management Services

ADS 501, The Automated Directives System

Revision: 06/30/2004

New and Revised Policy Directives and Required Procedures:

The chapter has been reduced to a summary of the essential points and highlights of key directives policies and procedures.

Detailed procedural guidance has been removed from the chapter and placed in a new internal mandatory reference and two additional help guides. Each of these references is aimed at a specific audience. Each reference a user-friendly guide to a specific topic. The references are

a. The ADS Process, a complete guide to the entire writing, clearing, and issuing process for ADS authors and clearing officials, with clearly labeled sections to enable you to quickly find the information you’re looking for.

b. The ADS Users Guide, which explains the ADS from a user’s perspective.

c. Timelines, an outline of the Four-Step ADS Process and Timeline for Issuing ADS Material.

The ADS clearance process was improved, and other substantive and editorial changes were made throughout the chapter and references.

ADS 530, Emergency Planning Overseas

New and Revised Policy Directives and Required Procedures:

The internal mandatory reference, IU 04-01, USAID/DCHA OFDA Guidance for Disaster Planning and Response FY 2004, was updated. No other changes were made to the chapter.

ADS 552, Classified Information Systems Security

Revision: 07/15/2004

Release Date: 07/23/2004

New and Revised Policy Directives and Required Procedures:

The chapter was revised to include the updated version of Department of Defense Manual DOD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM). No other substantive changes were made to the chapter.
