This policy guidance related to legislation that has expanded USAID’s mandate to work with civilian police authorities. Section 564(a) of the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 2005 expands “community-based police assistance” authority on a world-wide basis. It covers police assistance activities that may be supported by USAID, unless and until such statutory authority is changed or rescinded. The guidance elaborates key points and provides the legislative background, program goals, policy and notification guidance, program guidelines, advice on implementation, and illustrative activities.

The filing period for OGE-450 Financial Disclosure forms has changed, and disclosures are now based on the calendar year. Bureau AMSs and Mission EXOs have designated those employees required to file the OGE-450 for this cycle, which covers the period from October 1, 2005 through December 31, 2006. (The period is longer this year because of the change.) All designated filers should complete their filings at their earliest convenience, consistent with the timelines indicated below. Any questions about designations should be directed to your AMS/EXO.

This Interim Update provides detail regarding the following: On February 5, 2007, the U.S. Department of Treasury, Office of Foreign Assets Control (OFAC), issued a license to USAID and the Department of State (State), which authorizes USAID, State and U.S. grantees or contractors of USAID and State, including activities with or through public international organizations (PIOs), to "engage in transactions with the Government of Nepal (GON), including any political subdivision, agency or instrumentality thereof provided the transactions are necessary for the entry into and execution of State and USAID grants or contracts for the provision of assistance or economic support in Nepal, or to support implementation of the Comprehensive Peace Agreement."

Mandatory Reference 302mai - Contractor Performance Reports (CPRs) for Architect and Engineer Services and CPR Amendments in General

This mandatory reference was created by converting an Interim Update (IU 06-19) to a mandatory reference format. The reference discusses the fact that, on November 29, 2006, NIH implemented its CPS Architect and Engineer (A&E) Report module for reporting the performance of A&E services, and USAID Contracting Officers are hereby directed to use this module, in lieu of the previously utilized CPS Standard Report module, when they initiate CPRs for such services after the date of this notice. The reference details the procedures that Contracting Officers must follow for reporting A&E contract/task order performance.

ADS Chapter 320 - Branding and Marking

The chapter is now entitled "Branding and Marking" and provides the Agency's policy directives and required procedures for branding and marking USAID-funded programs, projects, activities, public communications, and commodities, in order to identify them as assistance "from the American people." The chapter is effective immediately.

Mandatory Reference 504maa - Authorized Senders for Agency Notices

504maa was revised to add the Office of Development Partners to the Authorized Sender’s list. The new Authorized Sender is Freda Brewton (ODP/OD). 504maa was also revised to remove Stephen Callahan, who is no longer with USAID, from the list. Scot Covert has taken Mr. Callahan’s place in M/OMS.

Mandatory Reference 501mab - Clearance List for ADS Material

This reference was updated as follows: from the sometimes required portion of the reference, removed "David Boyce, IG/A/HLC, with a copy to Osvaldo Gratacos, IG/Legal Counsel" and replaced it with "Jay Rollins, IG/A/HLC, with a copy to Lisa Goldfluss, IG/Legal Counsel.

This reference was also revised to change the sometimes required section of the list pertaining to M/HR/PPIM: deleted the bullets that say "300 Major Functional Series" and "Contract Employees (PSCs, PASAs, etc.)", and then inserted a bullet to read "Non-direct hires (PSCs, PASAs, etc..)". No other changes were made.
