| New Policy Directive | A new delegation was added to 103.3.18, Office of the General Counsel (GC). Now, the General Counsel is delegated by the Director of OP the authority to execute interagency agreements. Additionally, several editorial and stylistic corrections were made to the chapter. |

New Policy Directive and Required Procedures |
USAID's 2002 Appropriations Act contains special authority that allows USAID to award task orders to small and small disadvantaged businesses without competition under multiple award IQCs. This authority has the potential to enable the Agency to increase our use of small businesses while further reducing procurement lead times. |
