Series 200 Interim Update #05-11, Policy Guidance on Assistance for Civilian Policing

This policy guidance calls attention to legislation that has expanded USAID's mandate to work with civilian policing authorities. Section 564(a) of the FY 2005 Foreign Operations, Exports, Financing and Related Programs Appropriations act expands "community based police assistance" authority on a world-wide basis. In accordance with the legislation, USAID has set out to develop goals and guidelines when considering assistance related to civilian policing authorities. Series 400 Interim Update #05-20, Washington, D.C., Area Emergency Dismissal or Closure Procedures

This Notice is issued annually to USAID/W employees to provide instructions and information on emergency dismissal or closure procedures for emergency situations, including adverse weather conditions, natural disasters, and other incidents causing disruptions of Government operations. While these procedures do not apply to the field, Mission Directors are advised to prepare for such contingencies and to develop appropriate emergency dismissal or closure procedures in coordination with the embassy.

Series 400 Interim Update #05-19, ADS 418, Promotion and Internal Placement Program for Civil Service Employees

This Notice announces the revision of ADS 418, Promotion and Internal Placement Program for Civil Service (CS) employees. The revised chapter provides the policies and procedures for managing USAID's Promotion and Internal Placement Program for Civil Service employees. The Program's objectives are to ensure compliance with applicable regulations and to provide the Agency with the best qualified candidates to fill competitive service positions.

Series 400 Interim Update #05-18, Deadline for Tuition Assistance Program Applications

The Tuition Assistance Program (TAP) was reinstated in July 2005 and provided funding for 48 employees to take 71 different classroom and on-line courses from accredited colleges and universities during the Fall 2005 school term. The announcement for the Winter/Spring 2006 classes was delayed in order to determine the impact of the projected OE budget constraints on funding for the program. A limited amount of funding will be made available to support approved classes that start January-April 2006.

Series 400 Interim Update #05-17, Access to USAID Headquarters Building by Visiting USAID Foreign Service National (FSN) Employees

This Notice is being issued to provide procedures that will apply to USAID Foreign Service National (FSN) personal services contractors and direct hires requiring access to the Ronald Reagan Buidling (RRB) while on temporary duty (TDY) in USAID/Washington. Any person without a photo ID issued by USAID or any other USG agencies housed in the RRB will be screened by the building security guards before entry is permitted.

Series 400 Interim Update #05-16, Leave Without Pay (LWOP)

USAID will offer LWOP as an option for direct-hire employees on a strickly voluntary basis in those instances where the employee's adsence will not disrupt office operations. Employees and supervisors are advised to review carefully the following information before requesting or approving leave without pay.
