This Interim Update encourage any Bureau/Independent Office that does not currently have an alternate Cardholder to designate one at this time and allow that individual to attend this training. This will ensure that your procurement needs are met in the absence of your primary Cardholder. Also, effective, October 1, 2006, all CURRENT purchase cardholders are required to take refresher training every two years from the date of their last training.

    This Interim Update provides Agency-wide guidance related to the Modified Carryover Process which was approved by the Acting Deputy Administrator on August 3, 2007. The modified carryover process applies to most multi-year program funds. The process does not apply to no-year funds and annual funds such as the Agency Operating Expense fund.

This guidance covers all funding sources, but excludes employees funded with Millennium Challenge Corporation funds (MCC), and the Presidents Emergency Plan for AIDS Relief funds (PEPFAR) (including Child Survival and Health Programs Fund (CSH) and Global HIV/AIDS Initiative (GHAI) accounts designated for PEPFAR purposes).
