A state may also transfer prisoners to their countries of citizenship.
While prisoners can be transferred to foreign countries from both state and federal prisons, only the federal prison system may receive and assume responsibility for American prisoners transferred back to the United States from other countries. Thus, even if a United States national imprisoned abroad has committed the type of offense that would ordinarily be tried in a state court, he or she will be placed in a federal prison facility (and have his or her release date determined by the U.S. Parole Commission) upon transfer back to the United States.
