Coming on the heels of finalizing our regulations for a modern system of ratemaking in October 2007, the Commission took a number of further steps last month in fulfilling our responsibilities under the new postal law.

  • Proposed new regulations updating the rules for complaints
    (Docket No. RM 2008-3) by establishing a new two-track system:
    • Complaint track for more formal, legalistic complaints, and
    • A separate more informal track for rate or service inquiries.
  • Proposed new regulations for prescribing the form and content of information the Postal Service will routinely report to the Commission to achieve transparency and accountability of the Service (Docket No. RM2008-4). Additional rules on service performance will be proposed to build on this framework of finance-related rules.

The Commissioners and I are looking forward to public review and feedback on these efforts. We plan to finish the year by publishing rules on Accounting Practices and Tax Rules for Competitive Products, and issuing our report on universal mail service and the postal monopolies in December.

The regulatory environment contemplated by postal reform has progressed to the operational stage. We look forward to fulfilling our statutory responsibilities as this environment evolves and matures.

Schedule for Regular and Predictable Price Changes
The Postal Service plans to increase prices for market-dominant products annually every May, consistent with the statutory CPI-based price cap in December. The price cap for future increases will not be finalized until the Postal Service files a Notice of Rate Adjustment with the Commission.
