Integrating Performance-Based Programs Into EPA's Planning and Budgeting Processes
This initiative, launched at the request of the Environmental Council of the States (ECOS), focuses on the integration of performance-based environmental leadership programs into EPA’s planning and budgeting processes in each of the following programs: air, water, pollution prevention, waste, and the Office of Enforcement and Compliance Assurance (OECA).
The main objective of this effort is to assess how to recognize and provide credit to states for environmental and/or compliance activities/outputs or outcomes achieved through performance-based environmental leadership programs. The first steps are to identify media-specific measures of such activities/outputs and outcomes, and to identify particular commitments or measures that constrain the flexibility of EPA regions and states to deploy resources for performance-based programs.
EPA will work with states to develop language for
all of the media-specific National Program Manager
(NPM) guidance documents on how performance-based
environmental leadership programs should be recognized
and credited for their contributions to national
program goals. This step will serve mainly to
acknowledge the role of performance-based environmental
leadership programs in helping NPMs achieve program
goals and commitments.
