Rationale
EPA has one Web site, so should be consistent in how we present lists. Setting standards focuses our efforts on developing content instead of making the same style decisions repeatedly across EPA or over time.
For bulleted lists, using a colored bullet adds some visual flair to the page while requiring no additional coding. The blue color for lists outside of boxes matches the sidebar, and the bullets within boxes match the box color, pulling the boxes' contents together visually. Numbers, however, should remain black to make them easier to read.
By requiring exceptions to be discussed with the Content and Infrastructure Coordinators, and then the Office of Public Affairs, we learn where it's truly necessary to make changes, and can make them through formal proposals to the Web Council.
