Duties: USAID/SA seeks a dynamic individual to manage its new Rule of Law and Human Rights Unit. The incumbent will be primarily responsible for the Women’s Justice and Empowerment Initiative, including an $11.7 million contract designed to assist the South African Government in establishing a national network of Thuthuzela Care Centers (TCCs) providing health and social services as well as access to justice for victims of rape and sexual assault. In addition, s/he is responsible for USAID/SA’s Trafficking in Persons (TIP) program as well as small grants to local organizations to protect and promote women’s and children’s rights. Specifically, the incumbent is responsible for contract management, monitoring and evaluation, budgeting, reporting, and all tasks relating to the Rule of Law and Human Rights program. S/he supervises one Project Development Assistant who manages the TIP program and small grants and provides administrative support to the WJEI. The incumbent further assists USAID/SA in developing annual Operational Plans (OP), the Annual Results Report, ad-hoc reports and briefings. The incumbent liaises and coordinates with other USG agencies and actors in SA to ensure the ROL/HR program is well coordinated. S/he will work closely with these counterparts as well as the implementing partner to ensure results are achieved. Finally, s/he represents the USAID Mission in negotiations and dialogues with the National Treasury, relevant Ministries and Departments, and South African NGOs. The incumbent may also be responsible for selected activities in the local governance sector and final close-out actions for specific activities.

require travel within South Africa and southern and eastern Africa.
