Description This report from Homes for Working Families looks at state and local government programs that promote the development of affordable workforce housing. Programs described in the report include S.M.A.R.T. Housing Initiative adopted by Austin, Texas; Moderately Priced Dwelling Unit Program adopted by Montgomery County, Maryland; Housing Trust of Santa Clara County, California; and the Comprehensive Permit Law adopted by the state of Massachusetts. The report also analyzes case studies from eleven workforce housing projects that were developed by utilizing innovative strategies to overcome barriers to affordable housing development; such barriers include lengthy review processes, high development fees, and community opposition. Examples of creative solutions presented in the report include expedited review processes, mixed-income housing developments, fee waivers, and inclusionary zoning policies.
