Description This toolkit prepared by the Delaware State Housing Authority contains a number of strategies that local governments can implement to increase their affordable housing supply. The toolkit contains a number of planning and zoning tools including accessory dwelling units, inclusionary zoning, higher density requirements, rehab building codes, and developer incentives such as density bonuses, expedited review processes, and impact fee waivers. Tools such as community land trusts and shared equity homeownership programs are recommended for maintaining long-term affordability of housing. The toolkit provides descriptions, implementation procedures, and existing examples for each of the strategies.
