There are several reasons why agencies may be unable to adhere with regulations or best practices. While this does not provide an excuse, it does explain the level of adoption. Both the mandates and best practices questions ask users with ok or weak adherence to select their primary reason for non-adherence using the 6 categories shown below.

Agencies were aware of the requirement but it was too far down on the list of priorities to command attention; other priorities were deemed more important.
2. Lack of resources - funding
Agencies were aware of the requirement, but funds requested to facilitate adherence were denied or otherwise unavailable.
3. Lack of resources - personnel
Agencies were aware of the requirement, but adherence requires staff time which was not available.
4. Adherence planned for later date
Agencies were aware of the requirement, and it was/is included on plans for a future period after the date of this review.
5. Unaware of requirement
Agencies were not aware of the existence of this requirement.
6. Received GSA waiver Agency requested and received a policy waiver from GSA.
7. Other Agencies did not adhere with the requirement for a reason other than any listed above, or for an unknown reason.
