Uganda - Complex Emergency

Brief Description:
Since 1986, the Lord's Resistance Army (LRA) has waged an insurgency in northern Uganda, using camps in neighboring countries as a base for attacks on civilians and government forces. LRA attacks and Government of Uganda counter-insurgency measures have displaced nearly 80 percent of the population in Gulu, Kitgum, Pader, Lira, Apac, Adjumani, and Katakwi districts. Approximately 1.7 internally displaced persons (IDPs) reside in congested camps without adequate food, shelter, water, sanitation facilities, health care, and protection. Ongoing civil conflict and violence, combined with looting and cattle raids by Karamojong pastoralists in eastern Uganda, have resulted in a humanitarian crisis spanning nearly 20 years.

On October 31, 2005, U.S. Chargé d'Affaires William Fitzgerald redeclared a disaster in response to the ongoing humanitarian emergency in northern Uganda. During the course of the conflict, OFDA has contributed vital emergency assistance to the population of northern Uganda, including emergency relief supplies, health care, nutrition programs, water and sanitation services, as well as food security and income generation programs. Since 1994, OFDA has provided more than $33 million to support ongoing humanitarian assistance to vulnerable populations in Uganda.
