The Office of Electronic Research and Reports Management (OERRM), OER announces The OERRM/OER Knowledge Management Seminar Series, “Knowledge Management and You!” (Communities of Practice and Enterprise Portals) to be held on Monday, December 5th, 2005, from 2:30pm - 4:00pm in Conference Room 9112/9116 of the Rockledge 2 Building at 6701 Rockledge Dr., Bethesda, Maryland. This seminar will provide a forum to enhance understanding of Communities of Practice (CoPs), and to identify ways to further support and coordinate valuable NIH resources. The NIH is soliciting new scientifically valid information, methods or practices, published data or other advances in the humane care and use of laboratory animals in order to explore the need to update the laboratory animal welfare standards of the Guide for the Care and Use of Laboratory Animals. The NIH takes a strong position in moving ahead with electronic receipt of research grant applications. In the August 19, 2005 NIH Guide Notice (http://grants.nih.gov/grants/guide/notice-files/NOT-OD-05-067.html), NIH announced plans to transition to the SF424 family of forms and electronic submission through Grants.gov by individual program/funding mechanism. As mechanisms are transitioned, all applications in response to Funding Opportunity Announcements for that mechanism will require electronic submission through Grants.gov. The NIH continues towards its goal of a paperless notification grants process by eliminating paper mailings of the following notifications: Summary Statements and Peer Review Outcome Letters. Instead, investigators are instructed to use the eRA Commons, a Web interface where NIH and the applicant organizations are able to conduct extramural research administration business electronically. Together with the rest of the country, NIH is deeply concerned about the devastation across areas of Louisiana, Mississippi, Alabama and Florida. NIH is participating in an HHS Departmental Task Force to respond to these events.

NIH is poised to provide information to grantees whose research has been affected by the storm, and will proceed with additional Notices in the NIH Guide once the initial period of emergency has passed.

The NIH Guide Notice NOT-OD-05-067 announces initial NIH plans to: 1) transition from the PHS398 application to the SF424 Research and Related (R&R) application; and, 2) simultaneously transition to electronic submission via Grants.gov by the end of 2007. The Federal Financial Assistance Management Improvement Act of 1999 (Public Law 106-107) and the President's Management Agenda have been driving Federal Agencies to simplify Federal financial assistance application requirements and create a single website to apply for Federal assistance. Grants.gov (http://www.grants.gov/) has been designated by the Office of Management and Budget as the single access point for all grant programs offered by 26 Federal grant-making agencies. It provides a single interface for agencies to announce their grant opportunities and for all grant applicants to find and apply for those opportunities. To simplify the application process further, Federal Agencies involved in research and research-related grant funding have developed a common data set - the SF424 Research and Research Related Related (R&R) application form. NIH has developed the following plan to transition from the PHS 398 application form to the SF424 (R&R). This transition will occur in conjunction with the electronic receipt of competitive applications through Grants.gov.

The NIH Guide Notice NOT-OD-05-068 provides information on the requirement for National Institutes of Health (NIH) Small Business Innovation Research (SBIR) and Small Business Technology Transfer Research (STTR) grant applicants to submit applications online to the NIH through Grants.gov (http://www.grants.gov/) using the SF424 Research and Research Related (R&R) form as of the December 1, 2005 submission date (as announced in NIH Guide Notice NOT-OD-05-067). Innovative technologies and methodologies fuel progress in biomedical and behavioral research and represent an increasingly important area of the economy. The SBIR/STTR programs provide support for research and development (R&D) of new or improved technologies and methodologies that have the potential to succeed as commercial products. NIH is committed to ensuring that the transition to electronic submission and the new application forms will not impede the ability of organizations to apply for the small business opportunities during this time of transition. NIH expects the small business solicitations to be available in grants.gov “Apply” by October 17, 2005. In the meantime, grantees may follow the current instructions in the NIH Omnibus Solicitation for SBIR/STTR for the Research Plan Sections which will remain the same in the new SF 424 (R&R) application. Organizations are encouraged to prepare themselves for electronic submission of their application by completing registration in both Grants.gov and the NIH eRA Commons now.

The National Institutes of Health seeks applications from exceptional candidates for the challenging position of Director, Office of Laboratory Animal Welfare (OLAW), located in the Office of Extramural Research (OER). The OLAW Director provides executive leadership and direction to OLAW which is responsible for developing and coordinating appropriate Public Health Service (PHS) regulations, policies, and procedures on the humane care and use of laboratory animals involved in research conducted or supported by any component of the PHS, and reports directly to the NIH Deputy Director for Extramural Research.

The National Institutes of Health (NIH) announces its policy on enhancing public access to archived publications resulting from NIH-funded research. Beginning May 2, 2005, NIH-funded investigators are requested to submit to the NIH National Library of Medicine's (NLM) PubMed Central (PMC) an electronic version of the author's final manuscript upon acceptance for publication, resulting from research supported, in whole or in part, with direct costs from NIH. The author's final manuscript is defined as the final version accepted for journal publication, and includes all modifications from the publishing peer review process.
