Grassroots Democracy Blossoming in Samara Oblast
On May 31, USAID partner Povolzhye held an awards ceremony in Samara, Russia for participants who completed a ten-month training course on the enforcement of Federal Law 131 on Local Self-Government. More than 150 local administration officials, deputies, and NGO leaders were certified as skilled in the practical application of the Law through the training, which was offered as part of Povolzhye’s “Regional Issue-Oriented Debates” initiative. Participants said that they were seeing progress both in terms of an increase in citizens’ appeals to local government and the growing number of newly-adopted normative and statutory acts based on social initiatives put forth by the community.
