Dear National Service Colleagues: Earlier this evening, the Senate House Labor-HHS-Education Appropriations subcommittee reported out legislation recommending $876.5 million for the Corporation for National and Community Service and its programs for fiscal year 2007. This number is $53.6 million more than passed by the full House Appropriations Committee last month and $25 million above the President’s request. The numbers break down as follows. (To compare with the House-passed version of the bill, see my message of June 7): Domestic Volunteer Service Act VISTA: $95.4 million Total for DVSA: $313 million National and Community Service Act AmeriCorps*State and National Grants: $258.9 million Total for NCSA: $488.2 million Other Salaries and Expenses: $70.3 million Total for CNCS: $876.5 million The Senate subcommittee’s recommendation is expected to be voted on by the full Senate Appropriations Committee on July 20. No date has been set for full House consideration of their bill. After the full House and Senate vote on their versions, any differences between the House and Senate-passed versions of the spending bills must then be reconciled by a conference committee. The House and Senate must both pass the conference version of the bill before it is sent to the President for signature.
