With a shift towards providing long-term services and supports in the community, policy interest in Medicaid consumer direction of personal assistance services (CD-PAS) has grown. Two new reports examine Medicaid’s role in providing CD-PAS in four states: California, Colorado, New York and Virginia.
Resources: Nursing Home Reform Twenty Years After Passage of Landmark Law
To mark the 20th anniversary of the passage of legislation to improve the quality of nursing home care, the Foundation released poll results on the public’s views about the quality of long-term care services, a film examining the history surrounding the law and a new report during a briefing on Dec. 7, 2007.

Long-Term Care
Medicaid is the major source of financing for long-term care for the elderly and persons with disabilities, accounting for 42 percent of national spending on long-term care and almost 50 percent of spending on nursing home care. Medicaid provides critical assistance to people with long-term care needs in the community and nursing homes, covering services often excluded from Medicare and private insurance.
