Vice President Tariq al-Hashimi, in his first speech before an American audience, called on the United Sates to carefully consider its options in Iraq. The vice president outlined areas of concern that he views as contributing factors to the chaos in Iraq and identified recommendations that he believes could help alleviate the situation. A precipitous withdraw, he cautioned, would have adverse consequences for the region. Additionally, he called on all Iraqis to be open to proposed changes to the Constitution, the possibility of reformation within the Iraqi army and security forces, and efforts to rebalance the Iraqi government.
