Executive Order 12138, issued in May 1979, led to several initiatives designed to increase federal procurement from women- owned businesses. Using a survey of 1000 women-owned businesses selected from the SBA's Procurement Automated Source System (PASS), this study sought to determine what distinguished women-owned businesses who won federal contracts from other women-owned businesses.

What is it that makes 40 women successful in their efforts to sell to the U.S. Government? The researchers sought to answer this question by interviewing representatives from 40 women-owned businesses that had successfully bid on federal contracts. The businesses selected all had won two or more federal contracts and had capture rates of 20 percent or higher.
