1996 GSE Mortgage Data

Data sets on single-family and multifamily mortgage purchases in 1996 by Fannie Mae and Freddie Mac (Government-Sponsored Enterprises, or “GSEs”) are available from HUD USER. The 1996 data sets add a fourth year in HUD’s GSE public-use mortgage data series. The year 1996 is also the first year that reflects the GSE housing goals specified by HUD in December 1995 -- including goals for purchases in "underserved" census tracts and nonmetropolitan counties, defined in terms of their median income and percentage minority population.

GSE mortgage data supply mortgage lenders, planners, researchers, and housing advocates with a wealth of data concerning the flow of mortgage credit and capital in America’s communities. Fannie Mae and Freddie Mac are required to meet specified goals for purchases of mortgages that finance housing for very low-, low- and moderate-income families and families living in areas traditionally underserved by the mortgage market.

In compliance with Section 1323 of the Federal Housing Enterprises Financial Safety and Soundness Act of 1992 (FHEFSSA), these Government-Sponsored Enterprises (GSEs) provide HUD with data on each mortgage loan. The single-family data set includes detailed information such as the income, race, and gender of the borrower as well as the census tract location, loan-to-value (LTV) ratios, seasoning, purchase/refinancing, and affordability. The 1996 data also include property and unit-class information on all multifamily properties acquired by the GSEs. Property-level data include information on the size of the property, categorized by unpaid principal balance (UPB), and type of seller/servicer from which the GSE purchased the mortgage. The multifamily unit-class file includes information on the number and type and affordability of the units.

The single-family data set consists of three data files for 1996: Census Tract, National A, and National B files. The Census Tract file includes information on the location of the property, while the National files are stripped of geographic information. The multifamily data set consists of two data files for each year: Census Tract and National files. The National file of the multifamily data set excludes location information.

The single-family and multifamily data sets covering the entire Nation are available on standard reel tapes (NL, 6250 bpi, EBCDIC format) or CD-ROM (ASCII format). Single-family Census Tract data are also available in extracts for individual States and Metropolitan Statistical Areas (MSAs) on IBM PC-compatible diskettes (ASCII format). Multifamily Census Tract data are available on diskette. A "Data Dictionary," sent with each order, describes the elements in each data set and contains files that give State, MSA, and county names corresponding to numeric codes, as well as indentifying nonmetropolitan counties that are considered "underserved" under HUD’s geographical targeting criteria.
