Justice, change, and human rights : international research and responses to domestic violence

This paper is one of several analytical documents synthesizing the findings across Promoting Women in Development (PROWID) projects and their implications within various themes; this paper's theme is domestic violence against women. Eleven PROWID projects focused upon domestic violence: three research and intervention projects were facilitated by non-governmental organizations in Russia, Bulgaria and Mexico, and eight research studies were undertaken in India. As a whole, these diverse projects generated some common conclusions regarding the problem of domestic violence.

Leveling the playing field : promoting women's economic capabilities and human rights

This paper is one of several analytical documents synthesizing the findings of Promoting Women in Development (PROWID) projects and their implications within various themes. Using a human rights and freedoms approach to development, this paper synthesizes the findings from a number of PROWID projects that explore women's economic roles and opportunities and their aspirations for advancement. It reviews the sorts of constraints they face in fulfilling them and considers the relationship between women's rights and capabilities on the one hand and development policy and practice on the other.

WIDTECH's small grants initiative : small investments bring large returns

This information bulletin provides an overview of the WIDTECH Small Grants Initiative, which supported the efforts of local organizations in integrating women into the development process. The organizations that received grants fell into three general areas: promotion of women's economic opportunities, promotion of women's legal and political rights, and integration of gender in conservation efforts. Although the grants described in this bulletin represent just a small sampling of the total awarded, they illustrate the impact that a relatively small investment can have in raising awareness of gender inequities in developing countries and in affording local groups the opportunity to address them.

[WIDTECH] project completion report : core contract

This is the final report of the Women in Development Technical Assistance (WIDTECH) Project, a five-year contract that ran from September 1996 through December 2001. WIDTECH promoted gender integration by supporting the USAID Women in Development office in its goal of enabling women to participate fully and benefit equally in the development process and incorporating gender concerns into all activities in USAID-assisted countries. The report describes WIDTECH's achievements and lessons learned, focusing on its five sector areas (democracy and governance, economic growth, education, environment, and health) and core services (training, grants to local NGOs, communication and information dissemination, and gender integration).

The Women's Legal Rights Initiative : Final Report

Women's property and inheritance rights: improving lives in changing times -- final synthesis and conference proceedings paper [Nairobi, Kenya from June 18-21, 2002]

This paper synthesizes and summarizes the proceedings of the EGAT/WID NGO Small Grants Program's "Conference on Women's Property and Inheritance Rights," which was held in June 2002 in Nairobi, Kenya. At the conference, representatives of NGOs that had received funding to support their efforts to strengthen women's property and inheritance rights discussed the goals, structures, and outcomes of their work. The NGO grantees had been active in Africa (Kenya, Malawi, Namibia, and Tanzania) and Asia (Bangladesh, Cambodia, Nepal, and Sri Lanka).

Gender assessment and gender plan of action for USAID/Angola

This gender assessment focuses principally on (a) how strengthening women's participation and paying attention to gender issues can enhance USAID/Angola's results and (b) how monitoring and evaluation can track the success stories of women's involvement in USAID programs as well as any unintended negative impacts that can be remedied once observed. The report identifies key issues for Angolan women, particularly in light of conflict and the anticipated transition from humanitarian to development assistance; these include illiteracy, internal displacement, poverty, and violence. The report also looks at gender and performance monitoring with regard to USAID/Angola programming in the agriculture & food security, democracy & governance, and health & HIV/AIDS sectors.

Lesotho : training of paralegals in the Leribe District

This report describes a paralegal training activity in Leribe district, Lesotho, which was undertaken by the Federation of Women Lawyers (FIDA) and received financial support from USAID and other donors. The 17 participants included youth leaders, support groups, a teacher, a farmer, a chief, and a police officer. The program aimed to equip participants with knowledge of the rudiments of marriage and inheritance, child welfare, sexual offense, land, and labor laws in order to enable them to appreciate and deal with  the day-to-day problems they encountered in their communities.

The law of equality of married counterparts brochure - Lesotho

This document presents several stories to illustrate how women in Lesotho were powerless under the old constitution and laws governing marriage and how the amended new constitution of equality of married counterparts attempts to rectify this. Under the new constitution, all laws giving men sole power in marriage and in community of property will be done away with. A married woman will have the power to make her own decisions about money and employment and about her children (including regarding their education and marriage); she will also be able to inherit property and have a say in matters affecting family property.

Gender-based violence programming in Rwanda : actors, activities, collaboration, coordination

In assessments conducted in October of 2004 and 2005, the Women's Legal Rights Initiative-Rwanda found that both the government of Rwanda and civil society wanted more information on activities addressing gender-based violence (GBV) throughout Rwanda, as well as collaboration among actors working in the area of GBV. This assessment seeks to address these concerns by documenting activities currently being conducted to address GBV in Rwanda, as well as any current collaborative activities and coordination. It finds that collaboration does exist in Rwanda but has been very limited in quality and quantity.

(dTS) to carry out a trade impact review (TIR) to inform its Country Strategic Statement (2006–2010) for Bangladesh. Anti-trafficking in persons resource manual

To begin the process of designing activities for USAID/Albania to implement with the Women's Legal Rights Initiative (WLR), a two-week assessment and analysis trip to Albania was conducted from June 29 to July 11, 2003. The WLR team found that while there have been recent improvements in the legal framework to support women’s legal rights, deficiencies remain, including the lack of a domestic violence law, lack of compliance with international norms for women’s rights, and weak judicial enforcement of laws. The WLR team identified a number of emerging areas for cooperation and assistance that included anti-trafficking, domestic violence, and family law issues.

This annual report of the Women's Legal Rights Initiative (WLR) discusses best practices and reviews lessons learned, approaches, and activities that offer ideas about what works best in a given situation -- or how not to do something. This third annual report takes a broader perspective on best practices and lessons learned than previous reports did. It still focuses on WLR country program activities but considers the process used for developing the activity within each of the project's intermediate results, the need for and benefit of sound monitoring and evaluation plans, including indicators and data collection, and strategies for project management.

This report is part of a series of publications that address the gender dimensions within four areas of USAID/Guatemala's Strategic Objective 5, "Improved Natural Resources Management and Biodiversity Conservation," (1) Economic activities; (2) Sustainable use of natural resources; (3) Policy, laws, and regulations analysis; and (4) Strengthening of local NGOs. This publication deals with the third area -- policy, laws, and regulations analysis -- and analyzes human settlements and forest concessions policy with a particular focus on non-timber forest products. Two components of the gender analysis of the human settlements policy have been translated into English to give non-Spanish speakers some idea of the gender analysis undertaken.

This report summarizes the Guatemalan Domestic Violence Law with Gender and Multicultural Perspectives activity, which was implemented by the Women's Legal Rights Initiative (WLR) between December 2003 and June 2004. The report covers the study's objectives, implementation, results, lessons learned, and best practices. The activity was divided into three phases: phase I laid the foundation for inter-institutional relationships and terms of cooperation; phase II involved developing the baseline for designing the training strategy to implement the domestic violence law; phase III executed the training sessions, which were attended by 117 prosecutors from across Guatemala.

This report presents the findings and recommendations from two assessment and analysis trips to Guatemala, which were conducted by a team from the USAID Women’s Legal Rights Initiative to begin the process of designing women's rights activities for the Guatemala Mission. The Women’s Legal Rights Initiative team identified a number of emerging areas for cooperation and assistance; these include the development and implementation of a program that concentrates on developing a curriculum on gender and the law, designing a graduate-level diploma program on gender and the law, and supporting advocacy and awareness campaigns.

The Women's Legal Rights Initiative : Final Report

Protecting women's legal rights in Mexico, Colombia and the Dominican Republic : final report

This final report presents the accomplishments of and lessons learned from a WID office grant to help Partners of the Americas enhance its community-based efforts to protect women's legal rights in Colombia, the Dominican Republic, and Mexico. The project provided workshops, seed grants, and technical assistance in order to:

  1. Increase the capacity of women to understand and defend their legal rights;
  2. Support innovative programs that increase awareness of and protect women from rights violations in gender violence;
  3. Generate constructive community responses to violations of women's legal rights; and
  4. Connect organizations working on behalf of women's legal rights and promote sharing of best practices.

Justice, change, and human rights : international research and responses to domestic violence

This paper is one of several analytical documents synthesizing the findings across Promoting Women in Development (PROWID) projects and their implications within various themes; this paper's theme is domestic violence against women. Eleven PROWID projects focused upon domestic violence: three research and intervention projects were facilitated by non-governmental organizations in Russia, Bulgaria and Mexico, and eight research studies were undertaken in India. As a whole, these diverse projects generated some common conclusions regarding the problem of domestic violence.

Promoting democratic values and practices : a cross-cutting approach to democracy and gender

This report aims to help USAID/Peru operationalize its central Mission Goal of promoting the expansion of sustainable opportunities for improved quality of life of Peruvians through democratic institutions and processes. The report is divided into three sections:

  • Section 1 clarifies the definition of "democracy" as it refers to USAID/Peru programs, highlights considerations for achieving the Mission Goal, and provides a summary of recent research on democracy and cross-sectoral linkages.
  • Section 2 shares case studies of the "Strengthened Environmental Management to Address Priority Problems" and "Sustained Reduction of Illicit Drug Crops in Target Areas of Peru" strategic objectives, as well as the contributions, challenges, and opportunities associated with the Mission Goal.
  • Section 3 suggests a format and approach for better linking all Mission strategic objectives with the Mission Goal.
