Job Summary:

This position is with the United States Agency for International Development's (USAID) Office of Inspector General, Office of Audit, Financial Audits Division. The Financial Audits Division is responsible for financial statements, records, and operations. The incumbent is a member of an audit team of 4 to 6 auditors involved in financial and financial-related audit activities.

Major Duties:

The incumbent plans, performs, and provides oversight to a variety of financial audits at USAID, using problem-solving skills, evaluation techniques, and communication skills. Typical assignments may involve: assisting with reviews of non-federal audits performed by independent public accountants in accordance with OMB Circular A-133; contractor oversight; oversight of reimbursable audit services provided to USAID; performing a segment of an annual audit of USAID's financial statements and; and other audits of USAID financial activities. The incumbent may also assist in commenting on federal-wide financial audit and accounting policies.

Qualifications:

BASIC REQUIREMENTS

A. Degree - accounting; or a degree in a related field, such as business administration, finance, or public administration, that includes or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term 'accounting' means 'accounting and/or auditing' in this standard. Similarly, 'accountant' should be interpreted, generally, as 'accountant and/or auditor.')

OR

B. Combination of education and experience - at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1. Twenty-four (24) semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours in business law;

2. A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24- semester-hour requirement of paragraph A, provided that:

(a) the applicant has successfully demonstrated the ability to perform work of the GS-11 or higher grade level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining;

(b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and

(c) except for literal non conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to meeting the basic qualification requirements, applicants must have specialized experience and/or directly related education in the amounts shown below:

You must have one year of specialized experience at a level close to the work of this job that has given you the particular knowledge, skills, and abilities required to successfully perform. Typically we would find this experience in work within this field or a field that is closely related.

All applicants must meet the minimum requirements of the Office of Personnel Management's Qualification Standards Handbook.

GS-07: 1 full year of graduate-level education related to the position being filled or superior academic achievement (S.A.A)* or 1 year specialized experience which is equivalent to the GS-5 level in the Federal service. Examples of qualifying specialized experience include: (1)Participates, under the direction of an Auditor-in-Charge or Senior Auditor, in financial and financial-related audit assignments including surveys, audits, follow-up audits, incurred cost audits, special audits and analyses; and (2) Gather information, documents work papers, and assists Senior Auditor in preparing segments of written reports.

*Superior Academic Achievement (S.A.A.) is based on (1) class standing, (2) grade-point average, or (3) honor society membership.

1. Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.

2. Grade point average (G.P.A.) - Applicants must have a grade-point average of:

a. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed on courses completed during the final 2 years of the curriculum; or

b. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.

3. Election to membership in a national scholastic honor society - Applicants can be considered eligible based on membership in one of the national scholastic honor societies. The honor societies are listed in the Association of College Honor Societies: Booklet of Information (1992-95) and/or Baird's Manual of American College Fraternities (1991). Membership in a freshman honor society cannot be used to meet the requirements of this provision.

GS-09: 2 full years of progressively higher level graduate education leading to a Master's or equivalent graduate degree related to the position being filled or 1 year specialized experience which is equivalent to the GS-7 level in the Federal service. Examples of qualifying specialized experience include: (1) Participates in financial and financial-related audit assignments including surveys, audits, follow-up audits, incurred cost audits, and special audits and analyses; (2) Gathers data in support of audit objectives; (3) Assists in documenting results of analyses in accordance with Generally Accepted Government Auditing Standards (GAGAS).

GS-11: 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree related to the position being filled. year specialized experience which is equivalent to the GS-9 level in the Federal service. Examples of qualifying specialized experience include: (1) Helps ensure implementation of Generally Accepted Government Auditing Standards (GAGAS); (2) Documents findings in work papers, formulates conclusions and prepares segments of written reports; (3) Participates in negotiations with Agency management of the acceptance of audit findings and the resolution of conflicts concerning the adoption of audit recommendations.

GS-12: 1 year equivalent to at least the GS-11 level in the Federal government. Examples of qualifying specialized experience include: (1) Researches and reviews Federal laws and regulations, procedural manuals an and references and records of Congressional hearings for the purpose of identifying legislative, regulatory, and procedural requirements for conducting financial and financial-related audits; (2) Performs quality reviews of audit reports, surveys, and special studies conducted by independent accounting firms.

You can receive credit for education received outside the United States if you provide evidence that it is comparable to an accredited educational institution in the United States when you apply.

You must be a U.S. citizen to qualify for this position.

You must submit to a drug test and receive a negative drug test before you can be appointed into this position.

In order to qualify for this position, you must possess a Secret security clearance.

You must meet time-in-grade restrictions by the closing date of this announcement.

You will be required to make occasional travel.
