Freight Bid Entry System (FBES)

Notice to the Trade

Attention Shippers, their Freight Forwarders, and Ocean Transportation Companies:

Subject: Freight Bid Entry System (FBES)

Please be advised that the U.S. Agency for International Development (USAID) and the U.S. Department of Agriculture (USDA) will not consider freight proposals submitted through the FBES system if the proposal and proposed rates are contingent upon award of cargo under past or future invitations, including supplemental invitations.

In the case of invitations where commodity shortfalls or pricing prevents purchase of the full invitation tonnage, USAID and USDA will provide offerors with contract award information as quickly as possible in order to ensure that offerors are fully aware of cargoes contracted under previous invitations prior to the closing of subsequent supplemental invitations.
