TITLE OF POSITION : Project Management Specialist
OFFICE : General Development Office (GDO)
GRADE :
FSN-11
EDUCATION :

Bachelor’s Degree in the field of science, natural resource management, economics or engineering is required.

Master’s degree in environmental economics, natural resource management, or a related field is desirable.

EXPERIENCE :

5-7 years progressively responsible experience related to global climate change, power sector reform, energy sector project management or environmental economics is required.

DUTIES :

The incumbent serves as a principal global clean energy expert and will fulfill broad-based advisory, managerial and program development responsibilities. The incumbent will work closely with Senior Energy Advisor and Mission Environmental Officer and will report directly to the GDO Office Director. The incumbent will also establish key contacts with appropriate Indian government agencies, NGOs and private sector representatives and will be responsible for:

  • Program planning and strategic design
  • Program strategy development and representation
  • Project and program monitoring and evaluation
LANGUAGE :
Fluency (Level IV) in English and Hindi is required.
KNOWLEDGE :

The incumbent is required to have thorough knowledge of:

  • Global climate change, clean energy technologies (specifically clean coal and distributed generation), regulatory reform and restructuring, and commercializing energy efficiency technologies and services.
  • Relationships between climate change, energy and water resources management and energy efficiency and market principles;
  • Government of India policies, priorities and procedures for clean energy technology and environmental protection;

Knowledge in the following area is desirable:

  • Greenhouse gas monitoring methods
  • Organizational and technical aspects of Indian environmental problems, specifically with respect to power sector;
  • Best private sector business practices pertaining to project development, market and business transformation, financing and implementation;
  • Public-private partnerships in energy sector
ABILITY &  SKILLS :

The incumbent must have excellent communication skills to prepare effective written reports and make presentations to a variety of audiences. State-of-the-art computer skills (word, excel, power point) are also required. Ability to organize, analyze, interpret and evaluate information regarding energy and climate change policies and programs; prepare effective written reports and make presentations to a variety of audiences; think independently while serving as an active, congenial and effective team member are essential. The incumbent should be able to analyze the environmental, social and economic aspects of energy and environment program interactions.
