Deputy Assistant Administrator Gloria D. Steele delivers the keynote
address |
The E&E Deputy Assistant Administrator
gave the keynote luncheon address July 23 in St. Louis at
the
U.S.-Ukraine Foundation's conference on Replicability
and Sustainability in U.S.-Ukraine Partnerships. The U.S.-Ukraine
Foundation's Community Partnership Program (CPP), funded
by E&E since 1997, currently supports partnerships between
14 U.S. and 14 Ukrainian medium-sized cities and focuses
on strengthening local government and promoting citizens' participation
at the grassroots level. Successes of the program include
establishment of citizens' advisory committees to local
administrations, development of municipal strategic plans,
improvement of communal services, introduction of public
hearings in local policy-making, and promotion of transparency
in developing city budgets. The U.S.-Ukraine Foundation has
also established five regional training centers around the
country to provide courses to a wide range of municipalities
on local governance issues.
The Deputy Assistant Administrator's remarks lauded the
U.S.-Ukraine Foundation for its commitment to assisting Ukraine's
transition
to a market-based democracy at the local level where real
reform is happening. She praised the U.S. partner cities
for their active engagement in helping Ukrainian cities solve
their problems and cited these city-to-city partnerships
as a model for not only promoting more open and transparent
local government in Ukraine but also for fostering greater
understanding of U.S. foreign assistance among U.S. citizens.
