Interim Update 02-05, Foreign Aid Procurement Eligibility of the People's Republic of China

The Assistant Administrator of the Bureau of Policy and Program Coordination has approved removing the People's Republic of China (China) from the list of "foreign policy restricted" countries.

Interim Update 02-13, Pay and Leave Guidance for Half-Day Closing of Federal Government on Tuesday, December 24, 2002

New and Revised Policy Directives and Required Procedures: This notice is issued timekeeping procedures for the half-day closing on December 24, 2002.
Sunset: This Interim Update sunset on December 28. 2002, the last day of pay period 25.
Interim Update 02-12, Washington, D.C., Area Emergency Dismissal or Closure Procedures

New and Revised Policy Directives and Required Procedures: This notice is issued annually to USAID/W employees to provide instructions and information on emergency dismissal or closure procedures for adverse weather conditions and other emergency situations.

New and Revised Policy Directives and Required Procedures: Suzanne Chase, LPA, was removed from the Always Required list of clearing officials. Mary Felder remains LPA's clearing official.
ADS 505, Forms Management Program
Revision: 12/17/2002
New and Revised Policy Directives and Required Procedures: This chapter was revised substantively and editorially to reflect new developments in USAID's Forms Program. Highlights of the substantive changes follow:505.2 - CIO Office has oversight of the Forms Program. LPA posts official forms to the Internet. M/IRM posts official forms to the intranet. Requiring office heads must ensure that their forms comply with applicable statutes and these new policies. An SBU statement must be included on forms that will contain sensitive data when filled in.505.3 - The general policy for AID forms was revised in its entirety. All forms must have a corresponding citation in the applicable ADS chapter or chapters. ADS chapters must list all related forms in either the Mandatory Reference section (for mandatory forms) or Additional Help section (for optional forms). Public-use forms must now be in PDF format.505.6 - The definition of "form" was clarified and a new definition of "AID form" was added.
Privacy Act Information Required on USAID Forms, a new Mandatory Reference for ADS 505

New and Revised Policy Directives and Required Procedures: All USAID forms that solicit personal information must contain the pertinent statements required by the Privacy Act of 1974. The Privacy Act information was extracted from the chapter and is now contained in this Internal Mandatory Reference.
USAID Forms Catalog, an Additional Help document for ADS 505

New and Revised Policy Directives and Required Procedures: The USAID Forms Catalog was updated to include new and revised AID forms.
ADS 635, Working Capital Fund
Revision: 12/12/2002
Editorial changes: The office symbol M/B was updated to PPC/RA/SBI (Bureau for Policy and Program Coordination, Office of Resource Allocation, Support Budget Integration Division), and the reference to OMB A-34 was changed to the successor regulation OMB A-11. OMB A-11 was also added as a source for some of the definitions.
ADS 637, U.S. Personal Services Contractors 401(k) Defined Contribution Pension Plan

Revised Policy Directives and Required Procedures: The chapter was revised to include the new contribution rates for 2003 and to update the applicable required forms. The changes comply with a revision to the law.

Salary Reduction Agreement - a mandatory reference for ADS 637

Inactive Interim Update 02-17, 2003 Contributions for the U.S. Personal Service Contractors (USPSCs) 401(k) Defined Contribution Pension Plan, to be included in a revision to ADS Chapter 637.

New and Revised Policy Directives and Required Procedures: The Internal Revenue Service is increasing the amount that you may contribute to your 401(k) Pension Plan account in 2003. For all participants, you may increase your contribution to $12,000. If you are age 50 or over, you may contribute an additional $2,000 under the "catch-up" provision of the law.
