Washington, D.C. - The U.S. Agency for International Development (USAID) released the 10th Edition of the NGO Sustainability Index for Central and Eastern Europe and Eurasia.

The NGO (Non-Governmental Organization) Sustainability Index tracks sector progress of NGOs in 28 countries in Europe and Eurasia. This year's report identifies significant progress in Central Europe and highlights ongoing challenges to long-term development in parts of Eastern Europe and Eurasia. Central Europe country reports demonstrate continued progress in financial viability stemming from increases in the availability and diversity of domestic funding. However, reports from Eastern Europe and Eurasia show some declines, as select countries placed additional legal and financial restrictions on civil society activity. Other regions of Europe covered in the Index remained relatively unchanged.

"The NGO Sustainability Index is an important tool for USAID and the donor community in that it allows us to focus resources and efforts to areas of civil society reform most in need of attention," said Doug Menarchik, Acting Assistant Administrator for USAID's Bureau for Europe & Eurasia. "The 10-year anniversary is also an opportunity to examine lessons from a decade of the Agency's work in support of civil society in this region and how those lessons can be applied to the development community and stakeholders in the coming years."

The Index focuses on seven dimensions of civil society: legal environment, organizational capacity, financial viability, advocacy, service provision, infrastructure and public image. Countries are measured on a scale of one to seven, with seven indicating a low or poor level of development and one indicating a very advanced level of progress. Each country report provides an in-depth analysis of the NGO sector along with comparative information from earlier surveys. The Index also includes a summary of scores for each dimension, the overall score, basic economic indicators, and analytical reports covering the 10-year data record.

The full report can be found on USAID's Bureau for Europe and Eurasia website: http://www.usaid.gov/locations/europe_eurasia/dem_gov/ngoindex/index.htm.
