ADS 155 - Privileges, Immunities, and Tax Exemptions

New and Revised Policy Directives and Required Procedures:

This is a new chapter on privileges, immunities, and tax exemptions. It has been written by GC. This chapter discusses privileges and immunities of USAID direct-hire and personal services contract personnel and tax exemptions for USAID personnel and USAID funds.

USAID Assistance to Internally Displaced Persons Policy, internal mandatory reference for ADS 200

New and Revised Policy Directives and Required Procedures:

The Administrator approved this policy on September 24, 2004. The policy was developed to address the problem of 25 million Internally Displaced Persons (IDPs) in the world who have no formal protection because they remain within their own countries. Thirteen million refugees who have crossed international boundaries receive formal protection from UNHRC. Assistance to IDPs is an Agency-wide concern to be addressed in relief, transition, and development programming. The new policy and implementation guidelines should be reflected in the ADS in ADS 200.

Series 300 Interim Update #04-10, Administrator Announces New Global Branding and Proposed Changes to Marking Policy

USAID is initiating a proposal to revise, extend and enhance our marking requirements as outlined in ADS 320. This policy change would require organizations that receive grants and cooperative agreements, as well as contracts, to mark all programs, projects, activities, and public communications as funded by USAID.

Series 600 Interim Update #04-18, ADS 630, Payables Management: Required Interest Payments for Late Payment of Travel Claims

New and Revised Policy Directives and Required Procedures:

USAID must make interest payments along with the travel claim amount due for any late payment of employee travel claim reimbursement. Late payment fees are calculated by using the prevailing Prompt Payment Act interest rate beginning on the 31st day after submission of a proper travel claim and ending on the date on which payment is made. In addition to the payment of interest, USAID must also pay an amount equivalent to any late payment charge that would have been imposed by the travel card issuer had you not paid the bill.
