He served as Director of the Environmental Office at USAID/Cairo and Director of the General Development Office at USAID/Russia. He also served in the capacity of Director and Deputy Director for South America and the Caribbean at the Regional Housing and Urban Development Office in Ecuador and Jamaica. In addition, Deikun was a Supervisory Regional Housing and Urban Development Officer for USAID West and Central Africa in Cote-d'Ivoire.

Deikun received his B.A. in biological sciences from Rutgers College and Master of Public Administration from the John F. Kennedy School of Government at Harvard University. He is fluent in Russian and French.
