JOB SUMMARY: This position is with the United States Agency for International Development's (USAID) Office of Inspector General, Management, Budget and Acquisitions (OIG/M/B&A) Division. The incumbent is to report to the Chief, Budget and Acquisitions Division.

Major Duties: This position may be entry level or a second level of training. The incumbent receives (or continues to receive) formal classroom and on-the-job instructions and training in: financial resource management, budget execution and preparation of reports.

The incumbent will compile material for budget estimates, modifying budget estimates, monitoring budget execution, processing VISA requests, performing end-of-the month reconciliation on data, assisting in the preparation of reports, assisting in conducting analysis and preparation of budget estimates, and obligating and de-obligating funds.

Qualifications:

You must possess a year of general work experience that shows your ability to perform progressively more complex, responsible, or difficult duties; and that shows your ability to learn the specific work of this job.

You must have one year of specialized experience at a level close to the work of this job that has given you the particular knowledge, skills, and abilities required to successfully perform. Typically we would find this experience in work within this field or a field that is closely related.

Specialized experience includes knowledge and understanding of the Federal budget process; knowledge of appropriated and no-year fund accounts; ability to identify and analyze budgetary problems; and the ability to develop alternative solutions to resolve conflicting goals and objectives.

How You Will Be Evaluated:

You will be evaluated to determine if you meet the minimum qualifications required; and on the extent to which your application shows that you possess the knowledges, skills, and abilities associated with this position as defined below. When describing your knowledges, skills, and abilities, please be sure to give examples and explain how often you used these skills, the complexity of the knowledge you possessed, the level of the people you interacted with, the sensitivity of the issues you handled, etc.

  • A knowledge and understanding of the Federal budget process, including knowledge of a wide range of the principles, procedures, methods, and concepts of budgeting for appropriated and no-year fund accounts.
  • Ability to identify and analyze budgetary problems and develop alternative solutions to resolve conflicting goals and objectives.
  • Ability to analyze large amounts of narrative and statistical material to make appropriate recommendations for action concerning budget estimates, obligations, allotments, costs, manpower ceilings, and position controls.
  • Knowledge used to develop, implement, and advise on agency wide policies and controls for the acquisition, allocation, distribution, obligation and expenditure of funds in approved operating budgets.
  • Demonstrated ability to communicate effectively both orally and in writing to present complex Budget issues.

OTHER DOCUMENTS REQUIRED IN ADDITION TO THE APPLICATION FORM:

  • Narrative statement (written by applicant) explaining his/her experience relative to the KSA’s and selective placement factor above. Do not respond by referring to an item number on your application or by repeating material on your application.

  • Current performance appraisal dated within the last 18 months, if currently employed in the Federal Government.

  • SF 50 (Notification of Personnel Action) showing competitive status, if applicable.

  • Documentation showing proof of eligibility as a surplus or displaced employee.

  • Handicapped applicants, disabled veterans, and VRA's or any others eligible for a noncompetitive appointment under special appointing authorities must clearly specify

    this eligibility on their application and attach documentation.

  • If you are an eligible Interagency Career Transition Assistance Program (ICTAP) applicant you may apply for special selection over other candidates for this position. Those who have special selection priority rights under the Agency Career Transition Assistance Program (CTAP) and the Interagency Career Transition Assistance Program (ICTAP) must be well qualified to receive special consideration. CTAP and ICTAP eligibles will be considered well-qualified if they receive a score of 90 or above. To be well-qualified and exercise selection priority for this vacancy, displaced Federal employees must be rated at 90 or above on the rating criteria (KSA's) for this position.

    ICTAP eligibles must submit one of the following as proof of eligibility for the special selection priority: a separation notice; a "Notice of Personnel Action" (SF-50) documenting separation; an agency certification that you cannot be placed after injury compensation has been terminated; an OPM notification that your disability annuity has been terminated; OR a Military Department or National Guard Bureau notification that you are retired under 5 U.S.C. 8337(h) or 8456.

    Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(a) for CTAP and 5 CFR 330.704 for ICTAP.
