ADS 103, Delegations of Authority
Revision: 11/08/2002
New and Revised Policy Directives and Required Procedures: The delegations for interagency agreements in 103.3.8.10 and 103.3.18 were updated as a result of the newly revised ADS 306.
Supersedes: Additionally, this change renders the Mandatory Reference, Revised Delegation of Authority for Interagency Agreements under FAA Sect 632(b) and Use Standards obsolete.

ADS 505, Forms Management Program
Revision: 11/07/2002
Editorial Changes: The citation on page 5 was corrected to ADS 506.5.3, and the External Mandatory Reference 40 U.S.C. 486(c), 751(f) was corrected. These are editorial corrections only. No substantive changes were made.
ADS 514, Parking Program Administration
Revision: 11/05/2002
New and Revised Policy Directives and Required Procedures:

This revision formalizes the parking policy established when USAID moved into the Ronald Reagan Building.

The chapter was placed in the new format, and some of the definitions were revised.

Supersedes: Interim Updates 500-12, Parking at the Ronald Reagan Building, and 500-17, Motorcycle Parking Policy.
ADS 534, Personal Property Management Overseas
Revision: 11/14/2002
New and Revised Policy Directives and Required Procedures: The chapter was revised to incorporate the BTEC quick hit on returning the proceeds of sales of nonexpendable to the Mission that generated the proceeds.
Incident Response Guidance for Unclassified Information Systems, a mandatory reference for ADS 545, Information Systems Security
Revision: 11/08/2002
New and Revised Policy Directives and Required Procedures: This revised mandatory reference includes updated incident reporting procedures and the new Computer Incident Response Team (CIRT) duties. It also links to a current list of Mission and System ISSOs and the Emergency Computer Security Incident POC List.
ADS 629, Accounting for USAID-Owned Property and Internal Use Software
Revision: 11/05/2002
New and Revised Policy Directives and Required Procedures:

The chapter was revised to include the new BTEC-mandated policy on allowing selling Missions to retain the proceeds from sales of nonexpendable property in order to purchase replacement nonexpendable property within the time frame provided by law.

Some definitions were added or revised, and the chapter was placed in the new ADS format. Two new Internal Mandatory References are being developed and will be added to the chapter in an upcoming revision.

New and Revised Policy Directives and Required Procedures: The President has signed into law, H.J. Res. 124, a Continuing Resolution (CR) providing funding to Federal agencies including USAID and the authority to continue operations through January 11, 2003, unless our regular appropriations bill is enacted into law prior to that date.
