Who May Be Considered:

Job Summary:

This position is with the United States Agency for International Development's (USAID), Office of Inspector General (OIG). The position will be in the Immediate Office (IO), which is responsible for formulating and implementing key policies and practices in support of the operational activities of the OIG.

  • Major Duties:

    Incumbent serves as a key advisor to the Inspector General, Deputy Inspector General, senior staff, and program managers on operational and administrative matters. The incumbent works closely with the Assistant Inspectors General to scope and define special projects to improve the effectiveness and efficiency of OIG operations. The incumbent will independently develop operational and administrative policies, coordinating with the operational units to ensure consensus. The incumbent develops, reviews, and approves policies covering all aspects of resource management for OIG.

    The incumbent carries out organizational manpower, and procedural studies covering OIG operations that are of major importance to OIG and develops comprehensive guidance and directives to implement study results. Serves as coordinator for OIG business process improvement projects. Prepares position and briefing papers for the IG and DIG for use at important meetings.

    Qualifications:

    You must have one year of specialized experience at a level close to the work of this job that has given you the particular knowledge, skills, and abilities required to successfully perform. Typically we would find this experience in work within this field or a field that is closely related.

    GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience equivalent to at least the GS-13 grade level. Examples include conducting studies, analyzing findings and making recommendations on substantive operating programs that required applying a knowledge of qualitative and quantitative analytical techniques along with a knowledge of the mission, organization, and work processes of the programs and the relationships of administrative support activities; conducting detailed analyses of complex functions and work processes; performing a wide variety of analytical studies and projects related to management improvement; and analyzing and advising on proposed reorganizations or realignment of functions.

    You must be a U.S. citizen to qualify for this position.

    You must submit to a drug test and receive a negative drug test result before you can be appointed into this position.

    In order to qualify for this position, you must possess a Secret security clearance.

    You must meet time-in-grade restrictions by the closing date of this announcement.

    How You Will Be Evaluated:

    You will be evaluated to determine if you meet the minimum qualifications required; and on the extent to which your application shows that you possess the knowledges, skills, and abilities associated with this position as defined below. When describing your knowledges, skills, and abilities, please be sure to give examples and explain how often you used these skills, the complexity of the knowledge you possessed, the level of the people you interacted with, the sensitivity of the issues you handled, etc.

    1. Knowledge of a wide range of qualitative and quantitative methods for assessing and improving complex management processes and systems.

    2. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.

    3. Experience and skill in drafting, editing, and coordinating correspondence and materials and experience in written communication in areas such as briefings, reports and presentations and preparation of policies and procedures.

    4. Ability to effectively communicate orally to negotiate with management to accept and implement recommendations, where the proposals involve substantial Agency resources, require extensive changes in established procedures, or may conflict with the desires of the activity studied.

    5. Experience in working in teams on projects.

    When promotion potential is shown, the agency is not making a commitment and is not obligated to provide future promotions to you if you are selected.     • Narrative statement (written by applicant) explaining his/her experience relative to the KSA's above. Do not respond by referring to an item number on your application or by repeating material on your application.
    • Current performance appraisal dated within the last 18 months, if currently employed in the Federal Government.

    Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(a) for CTAP and 5 CFR 330.704 for ICTAP. This includes a copy of the agency notice, a copy of their most recent performance appraisal and a copy of their most recent SF-50 noting current position, grade level, and duty location. Please annotate your application to reflect that you are applying as a CTAP or ICTAP eligible.

    If you are a veteran with preference eligibility and you are claiming 5-point veterans' preference, you must attach a copy of your DD-214 or other proof of eligibility.
