Assistant Inspector General for Management
Paula F. Hayes
Paula F. Hayes was appointed Assistant Inspector General for Management (AIG/M) for the U.S. Agency
for International Development, Office of Inspector General (USAID/OIG) in August 2004. From June 2005
to September 2005, Hayes served as the USAID Acting Deputy Inspector General (IG). In October 2005,
while continuing to serve as Acting Deputy IG, she also assumed the responsibilities of Acting Inspector
General until the new IG was confirmed in January 2006.
She began her Federal career in 1977, and has since worked in six Federal agencies. Prior to
her appointment to AIG/M, she served as both the AIG for Strategic Planning and Special Projects
and the AIG for Policy Development and Resources Management at the Department of Agriculture Office
of Inspector General (USDA/OIG). She joined the USDA/OIG in 1982 and served as an Audit Division
Director and as Director of Evaluation prior to her appointment as AIG.
Hayes was with the Department of Justice from 1978 to 1982 in a variety of positions related to
criminal justice. Before joining the Federal Government, Hayes worked for the City Government of
Syracuse, New York as the Assistant Criminal Justice Grants Manager.
She holds a Bachelor's Degree in Social Sciences/Economics from Rhode Island College and a
Master's Degree in Public Administration from The Maxwell School of Public Administration of
Syracuse University and is active in professional organizations related to her responsibilities.
