USAID Fiscal Year 2007 Budget Request

The President's budget request is $9.3 billion in fiscal year 2007 for development and humanitarian assistance administered by the U.S. Agency for International Development (USAID). This request maintains the commitment to development established by President George W. Bush in the fiscal year 2006 request.

USAID will program and manage approximately $4 billion from direct appropriations and manage an additional $5.3 billion in coordination with the Department of State. The fiscal year 2007 USAID budget request consists of the following program accounts:

Child Survival and Health $1.433 billion
Development Assistance $1.282 billion
International Disaster and Famine Assistance $348.8 million
Transition Initiatives $50 million
Development Credit Africa Housing and Infrastructure Facility Subsidy $5 million
P.L. 480 Title II Food for Peace $1.2 billion
Economic Support Funds $3.214 billion
Andean Counterdrug Initiative $207 million
Assistance to Eastern Europe and the Baltic States $274 million
FREEDOM Support Act $441 million

USAID's operations are supported by the following accounts:

  • Operating Expenses ($678.8 million) are used to fund administrative costs of USAID-managed programs;
  • The Capital Investment Fund ($131.8 million) supports investments in information technology and overseas facility construction;
  • Operating Expenses of the Inspector General ($38 million) provides USAID with information and recommendations to improve program and operation effectiveness and efficiency.
  • Development Credit Administrative Costs ($8.4 million) fund administrative costs of the Development Credit Authority.

Highlights of USAID's Fiscal Year 2007 Budget Request

  • The Administration is requesting the authority to use up to 25 percent of the P.L. 480 Title II program for local or regional purchase and distribution of food to assist people threatened by a food security crisis, where the rapid use of cash resources is critical to saving lives.
  • The USAID budget underscores the Administration's commitment to long-term development in Africa by fully funding Presidential Initiatives such as the Malaria Initiative, the Initiative to End Hunger in Africa, the Africa Global Competitiveness Initiative, the Women's Justice and Empowerment Initiative, the African Education Initiative, and the new Development Credit Africa Housing and Infrastructure Facility.
  • USAID is an active participant in the President's Freedom Agenda. The Agency implements democracy and governance programs in a number of strategic countries such as Iraq, Afghanistan and Sudan.
  • USAID is reviewing operations to increase efficiencies in line with the President's Management Agenda.
  • In addition, USAID is seeking operating resources sufficient to permit restoration of foreign-service staff needed to oversee the Agency's sizable program responsibilities, as well as funds to ensure security of employees and facilities worldwide.
  • Lastly, USAID, in coordination and collaboration with the U.S. Department of State, is modernizing information systems to improve program accountability.
