JOB SUMMARY: The incumbent of this position serves as the Contact Specialist and is responsible for providing the Inspector General and his world-wide staff of auditors and criminal investigators with contract and procurement support to the limits authorized by delegated authorities and warrant. The incumbent is responsible for providing advice, assistance, and to ensure compliance with statutory laws, procedures, governing directives and approved practices, for all contracts and procurement initiated and consummated for and by the OIG.

SUBJECT TO THE AVAILABILITY OF FUNDS.

Major Duties:

Responsible for developing, reviewing and recommending policy covering all aspects of contracting and procurement. Responsible for the full range of pre-award and post-award functions involving negotiated procurement of considerable complexity and importance. Contract requirements typically involve technical services, fixed price and cost reimbursement. Procurement involve negotiations, follow-up, unsolicited proposals and subcontracting. Negotiates and executes contract instruments within delegated authority and according to statutory and procedural regulations and general agreements with other Federal agencies. Negotiation includes prices, terms, special conditions and amendments. Reviews and analyzes complex purchase requests to ensure policy conformance. Reviews and analyzes contractor proposal for technical adequacy and cost effectiveness and negotiates contracts where precedent is lacking, utilizing sound judgment based on knowledge of contracting procedures, regulations, and policies.

Advertises in the Federal Business Opportunity as necessary to satisfy contract requirements. Solicits proposals and bids from vendors and conducts pre-award conferences when required. Analyzes cost contained in bids and proposals, verifies cost data, and conducts all necessary pre-award surveys. Selects contractor and awards the contract within the limits of the personal warrant.

Qualifications:

You must have one year of specialized experience at a level close to the work of this job that has given you the particular knowledge, skills, and abilities required to successfully perform. Typically we would find this experience in work within this field or a field that is closely related.

BASIC REQUIREMENTS

A. A 4-year course of study leading to a bachelor's degree with a major in any field;

OR

B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

GS-09: 2 full years of progressively higher level graduate education leading to a Master's or equivalent graduate degree related to the position being filled or 1 year specialized experience which is equivalent to the GS-7 level in the Federal service. Examples of qualifying specialized experience include: Knowledge of commonly used contracting methods and types relating to the performance of pre-award, post-award and price/cost analysis functions. Skill and ability necessary to solicit bids to procure a variety of organizational requirements ranging from standard to specialized supplies, services and construction. Skill and ability in the performance of contract price analysis sufficient to carry out basic analyses for firm fixed price or similar contracts. Graduate Education: To qualify for GS-1102 positions on the basis of graduate education, graduate education is one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

NOTE: For positions at GS-07 through GS-12, applicants who are qualified based on experience must possess at least one year of specialized experience at or equivalent to work at the next lower level, that provided the knowledge, skills, and abilities to perform successfully the work of the position, in addition to meeting the basic requirements in paragraph A or B, above.

C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

Special Requirements:

You must be a U.S. citizen to qualify for this position.

You must submit to a drug test and receive a negative drug test before you can be appointed into this position.

In order to qualify for this position, you must possess a Secret security clearance.

You must meet time-in-grade restrictions by the closing date of this announcement.

How You Will Be Evaluated:

You will be evaluated to determine if you meet the minimum qualifications required; and on the extent to which your application shows that you possess the knowledges, skills, and abilities (KSAs) associated with this position as defined below. When describing your KSAs, please be sure to give examples and explain how often you used these skills, the complexity of the knowledge you possessed, the level of the people you interacted with, the sensitivity of the issues you handled, etc. You must answer the following KSA's:

1. Knowledge of contracting policies and procedures, contract types, performance requirements, and negotiated techniques.

2. Skill in the use of negotiating techniques.

3. Ability to communicate orally and in writing.

4. Knowledge of cost/price analysis techniques and budget preparation to conduct negotiations in the pre-award and post-award     phases of contracting.

  • Current performance appraisal dated within the last 18 months, if currently employed in the Federal Government.
  • SF-50 (Notification of Personnel Action) showing competitive status, if applicable.
  • Documentation showing proof of eligibility as a surplus or displaced employee.
