TITLE OF POSITION : Project Management Specialist

EDUCATION :

Bachelor’s Degree in engineering, economics, or environmental science is required. Master’s degree in engineering or environmental science is desirable.
EXPERIENCE :

5-7 years progressively responsible, professional level experience in the field of energy efficiency related projects/programs with national/international organizations is desirable. Experience in public utility regulation and planning and/or related exposure is desirable.
DUTIES :

This position serves as a clean energy and climate change technical specialist and will provide broad based advisory, evaluative, analytical and implementation leadership in matters related to energy development in India. The incumbent will provide implementation management for on-going activities, as well as technical inputs for development of future program strategies and activities. The incumbent will be responsible for implementation of a $5.5 million bilateral project with the Government of India.

The incumbent will assist the Director of the General Development Office and other higher level employees of the energy team in analyzing financial, economic, institutional, technological and environmental costs and benefits of various regulatory, policy and technological innovations, especially relating to energy and water efficiency.

The incumbent will develop and maintain senior level contacts with the Government of India officials, U.S. Government agencies, development partners, private sector providers and associations, implementing partners and other organizations in the field of energy efficiency, global climate change and water management.
LANGUAGE :
 Fluency (Level IV) in English and Hindi is required.
KNOWLEDGE :
 The incumbent should have a thorough knowledge of global climate change, clean energy technologies, regulatory reform and restructuring and commercializing energy efficiency technologies and services. Knowledge of relationships between climate change, energy and water resources management, and energy efficiency and market principles is required. Knowledge of best private sector business practices pertaining to project development, market and business transformation, financing and implementation is preferred. Knowledge of public private partnerships is also preferred.
ABILITY &  SKILLS :

The incumbent should have the skills and ability to:

  • organize, analyze, interpret and evaluate information regarding energy and climate change policies and programs;
  • communicate clearly, concisely and effectively with all levels of personnel, both within USAID and outside;
  • prepare written reports and statistical tables and presentations for various audiences;
  • use standard computer programs such as Microsoft Word, Excel and Power Point;
  • think independently while serving as an active, congenial and effective team member.

Employees in probationary status or with less than a year of USG service are not eligible to apply.  Employees desiring a change after the initial probation period will be required to be in their present position for not less than 120 days.

The selected individual will be compensated in accordance with the Local Compensation Plan for Foreign Service National (FSN) employees.
