HSPD-12 Personal Identity Verification

Memorandum for Chief Information Officers

Validating and Monitoring Agency Issuance of Personal Identity Verification Credentials

Homeland Security Presidential Directive 12 (HSPD-12) requires all Federal Executive Departments and Agencies to implement a government-wide standard for secure and reliable forms of identification for employees and contractors who access Federal facilities and Federal information systems. Beginning on October 27, 2006, Agencies were required to begin issuing the standard Personal Identity Verification (PIV) Cards to all Federal employees and contractors. This table represents USAID’s progress with compliance to the standard.

****Please Note: The March 2008 number of employees and contractors requiring credentials has been changed to reflect the original numbers of employees and contractors requiring the credential (not the number left to credential) per guidance from OMB.

  1. Domestic employees only; figures derived from the Staffing Pattern Report. Overseas employees will be issued credentials through the Department of State at the overseas post. Overseas Implementation of HSPD-12 by the Department of State is outlined in the Department of State Implementation Plan.
  2. All current employees and contractors have a NACI (or equivalent) background investigations; investigations "in progress" for applicants not yet hired by USAID are not included.
  3. All current institutional contractors are cleared through DSS with a NACI (or equivalent) background check as part of the National Industrial Security Program. Figures are based on current contractors; there is no estimate available to account for contractors which may require a background check as part of a future contract with USAID. .
  4. Contractors are issued a PIV card or a facility access card based on the work performed and the terms of the contract.
Implementation Plan Summary
Complete issuing credentials for all for direct hires and contractors by June 2009 USAID issued 1623 cards as of May 28, , 2008

Next Major Milestone:
06/01/2008-USAID plans to start the PIV process for (existing) on-board contractors and direct hires.

    • This represents the number of Federal employees within the agency that require PIV credentials with completed/adjudicated NACI (or equivalent with background investigation).

    • This represents the number of Federal employees with PIV credentials issued. (This amount plus the "Number of Employees requiring PIV credentials" should represent the agency's full Federal workforce requiring routine access to Federal facilities and information systems.)

    • This represents the number of contractors within agency that require PIV credentials but have not yet been issued the credentials
