USAID, U.S. Forest Service Partner with Krasnoyarsk Regional Administration

During a U.S. Forest Service (USFS) visit to Krasnoyarsk February 22–March 4, 2008, USFS representatives agreed with USAID and the Krasnoyarsk Krai Administration to add a new program component assessing opportunities for carbon mitigation and trading activities in this, the second largest Russian region. In 2008, the model program will leverage $20,000 of reprogrammed funds for a quadruple match of $80,000 from the Krai Administration to assess the potential for a long-term fire management project that could qualify for possible carbon trading finance.

USFS also met with a number of NGOs, research institutes, universities and government officials to discuss joint local governance activities on timber monitoring, road planning and management, resource management plans, biomass utilization, and the efficient use of forest resources. Krasnoyarsk’s 7.8 billion cubic meters of forest resources represent almost 10 percent of the Russian total and produce a substantial portion of the region’s income.
