U.S. and China Increase Efforts to Protect China’s Water Resources
The U.S. and China signed an agreement (PDF) (4 pp, 49KB, about PDF) March 27 to expand the cooperative program that provides U.S. technical assistance to help improve and protect water quality and access to safe and sustainable water resources in China. This powerpoint presentation contains a description of a modelling methodology which was used in New Castle County, DE to identify priority
natural resource areas which need protection during the watershed build-out process. GIS tools and impervious surface cover overlays were used
to identify wetlands, forested tracts, riparian buffers and open spaces areas that needed to be protected through zoning and plan review mechanisms
in order to preserve or restore the subwatershed as the watershed. This methodology and presentation were developed by the University of Delaware,
Water Resources Agency, Institute for Public Administration.

The primary goal of this guidance document is to provide technical assistance to states, territories, tribes, and the public for managing hydromodification activities and reducing associated NPS pollution of surface and ground water. The document describes examples of the implementation of practices that can be used to reduce NPS pollution from activities associated with channelization and channel modification, dams, and streambank and shoreline erosion.

Final Drinking Water Rules Reduce Risks to Human Health
On December 15, 2005, EPA finalized two related drinking water protection rules, one that reduces the risk of disease-causing microorganisms from entering water supplies and another that requires water systems to limit the amount of potentially harmful disinfection byproducts that end up in our drinking water. These rules are important public health measures that will decrease the incidence of gastrointestinal illnesses caused by microbial contaminants and reduce potential cancer risks associated with disinfectant byproducts in drinking water. Draft Handbook for Developing Watershed Plans to Restore and Protect Our Waters
This draft handbook is intended to help communities, watershed organizations, and state, local, tribal and federal environmental agencies develop and implement watershed plans to meet water quality standards and protect water resources. It was designed to help any organization undertaking a watershed planning effort, and it should be particularly useful to persons
working with impaired or threatened waters. EPA intends for this handbook to supplement existing watershed planning guides that have already been developed by agencies, universities, and other nonprofit organizations.
