ADS: Automated Directives System : Relevant Chapters of USAID's Automated Directives System, which guide program implementation. Formerly the USAID handbooks, the ADS is a two-tier standardized system that separates policy from essential procedures. This system also includes a supplementary reference section, consisting of "how to" guides, forms, and other publications from other agencies that affect the Agency.

Part IV, (Enterprise for the American Initiative) This Part creates an interagency program in which USAID is one of a group of participating federal agencies who together reduce official debt of Latin American and Caribbean countries owed to the U.S. in exchange for the creation of local public-private trust funds for the purpose of making grants in environment, child survival and child development.
