Employment with USAID in Nigeria
USAID/Nigeria is firmly committed to the principles
of equal opportunity and fair employment practices, both of which
are integral parts of the Missions recruitment and employment
policies. When filling a vacancy, the Mission attempts to recruit
candidates who are not only qualified for a given position, but
who also have the potential to expand their skills and knowledge
while working at USAID/Nigeria. When there is a vacancy, USAID/Nigeria
recruits either locally or internationally, depending on the type
of position, by placing a job announcement in publications with
wide distribution. The announcement includes a description of the
position, the qualifications required, the procedure for applying,
and other pertinent information. What follows in this section is
general information about the types of employment opportunities
available at USAID/Nigeria and how to find out about specific vacancies.
Foreign Service National (FSN):
Many of the vacancies at USAID/Nigeria are filled
by Nigerian citizens recruited from within Nigeria. Unless otherwise
specified, these positions are reserved for Nigerian citizens. FSN
vacancies are advertised locally in national newspapers (This Day,
The Guardian, Punch). To apply for a position, please follow instructions
as described within the vacancy announcement. Employment information
for Nigerian citizens is also available from the Personnel division
of the Executive Office at USAID/Nigeria (USAID/Nigeria
Contact).
Currently advertised FSN positions include:
Senior ART Advisor
United States Personal Service Contractors

U.S. citizens for employment at the mission. Many of these vacancies
are for over-seas hires (U.S. citizens recruited from outside of
Nigeria). For information on over-seas USPSC employment opportunities
visit USAIDs PSC employment opportunities webpage. USAID/Nigeria
also recruits for a limited number of local-hire USPSC vacancies
(positions to be filled by U.S. citizens currently resident in Nigeria).
Local-hire USPSC vacancies are advertised locally in national newspapers
(This Day, The Guardian, Punch). To apply for a position, please
follow instructions as described within vacancy announcement. Employment

Procurement by USAID/Nigeria
USAID/Nigerias procurement policies are
in accordance with USAID and U.S. government procurement regulations.
General information about how USAID procures services and goods
is described below. More detailed information about the regulations
governing the Missions procurement activities can be found

Contracts and Grants for Program Implementation:
Most of USAID/Nigerias development activities
are implemented through contracts and grants to a variety of non-governmental
organizations, corporations, and academic institutions. Contracts
are used by USAID/Nigeria to generally hire U.S. institutions and
organizations to provide specific goods and services that the Mission
has identified as necessary to accomplish its development objectives.
Grants are used to enter into a partnership with institutions or
organizations to support activities, either in whole or in part,
that are consistent with the Missions objectives in Nigeria.
In many cases, these U.S. organizations conduct their work in partnership
and collaboration with Nigerian organizations. All organizations
receiving contract or grant awards must meet minimum financial and
management accountability standards established by the U.S. government
(please consult all of section 303.5.9 of USAID's
Automated Directives System for further information on this
topic).
As a rule, USAID/Nigerias contracts and grants
are awarded through an open competition of proposals initiated by
a solicitation advertised by the Mission. Visit USAID's
Procurement webpage for a listing of the current Annual Program
Statements and Solicitations advertised by USAID/Nigeria and other
USAID missions and departments.
Unsolicited Proposals
While unsolicited applications can be received
and reviewed for funding, potential applicants should be aware that
only in highly exceptional cases will applications be considered
for funding on a non-competitive basis. In order to be considered,
the proposal must be fully supportive of USAID's development objectives
in Nigeria, it must address a development issue through a new and
innovative approach, and it must demonstrate a unique capacity on
the part of the applicant to carry out proposed activities. Please
consult USAID's
guide to unsolicited proposals for additional information.
Procurement of Other Services and Goods:
USAID/Nigeria procures services, supplies, and
equipment needed to support office operations. Some examples include
computers, vehicles, office furniture, household furniture and expendable
supplies. These products are purchased from local and American firms
which are requested to submit quotes. For additional information,
please contact the Executive Office at USAID/Nigeria (USAID/Nigeria
Contact).

including office equipment and household furnishing, which are no
longer needed by the Mission. The auctions are conducted using sealed
bids, and are advertised in the local press. For additional information,
