United States Trade Capacity Building Assistance
The United States continues to meet the commitments of Doha Development Agenda. U.S. Government Trade Capacity Building assistance to developing countries and transition economies has more than doubled on an annual basis since 2002. Total U.S. Government Trade Capacity Building Assistance in both FY2006 and FY2007 was more than an annual $1.4 billion on a planned obligations basis.
The Trade Capacity Building Database offers access to the full
set of survey data (FY1999-2007) in an easy-to-use, web-based
format. Use the links on the navigation bar to search for funding
data or activity descriptions by country or region, TCB category
(including WTO agreements), or U.S. Government funding/implementing
agency. Results of your search will appear on your screen, formatted
for printing or can be saved as an Excel file.
Important Note for Data Users!
Here is some guidance for data users on the quality and consistency of the U.S. Trade Capacity Building (TCB) survey data:
- The data are reported on a planned estimated obligations*, not on a
spending basis.
- Obligations in one fiscal year might finance projects that run for several
years; however, the funding will be captured in the database for the year in
which the funding was obligated. Therefore, the TCB funding for a fiscal year
does not necessarily represent the spending for trade capacity building in the
same fiscal year.
- Funding amounts are expressed in nominal U.S. dollars. They are not
adjusted for inflation
- Due to the timing of the survey, planned obligations for the surveyed
fiscal year might change after the survey has been completed. Revisions are
made later in the year to account for these changes and announced on the database
website.
- If a reported project serves additional purposes, besides trade capacity
building, the funding amount in the database represents only the TCB -related
part of the overall project funding. Data reporters are asked to estimate the
appropriate dollar amount that reflects the portion of the project funding that
is TCB related. The accuracy of these estimates may be affected if it is difficult
to breakdown funding amounts by their different purposes.However, guidance
and methodology is provided to data reporters in order to maintain consistency
in reporting.
- This is an annual survey, and while efforts are being made to ensure
reporting consistency from year-to-year, the quality of the data depends, in
part, on the details provided by individual survey responders on trade capacity
building activities in their mission or agency.
