Russian Judiciary Praises Decade of Cooperation with USAID

The USAID Judicial Reform and Partnerships Program held its final event on June 20, 2008 marking more than a decade of cooperation with the Russian judiciary. Since 1998, over 5,000 Russian and U.S. judges and court officials took part in program events and strong, lasting partnerships were created between Russian Federation judicial bodies and their U.S. counterparts. Key achievements during the program’s final phase included a new Code of Ethics for the judiciary, innovations in judicial administration that have increased openness and efficiency, and a distance learning model for judicial education. Russian judicial officials praised the program’s track record of success and partnership, noting that they will continue to benefit from its efforts long after operations cease.

Implemented by Chemonics International, the Russia program has been headed by Aleksandr Shibanov since 2003. On June 20, the Russian Judicial Department awarded Shibanov a medal for his contributions to Russian justice; he was honored by the Russian Council of Judges with its highest award in May.
